Intelligence Community Studies Board
The Intelligence Community Studies Board (ICSB) is sponsored by the Office of the Director of National Intelligence (ODNI) as an asset for the entire United States Intelligence Community. ICSB serves as a portal to bring the strengths of the National Academies to the IC, and the concerns of the IC to the National Academies. Basic work for ODNI includes regular meetings to discuss topics of interest, a series of colloquia, the Intelligence S&T Experts Group, and a new forum on the revolution in intelligence affairs. ICSB enriches its work through collaboration with other boards, and contacts outside the IC.?

Description
The Intelligence Community Studies Board (ICSB) will serve as the convening authority for the discussion of science and technology issues of importance to the ODNI and will provide the governance framework for the activities conducted as part of the Persistent Engagement task. Additionally, the ICSB will work with the IC to develop independent studies and workshops conducted by ad hoc committees of the National Academies.
In coordination with the Assistant Director of National Intelligence (DNI) for Transformation and Innovation.and other officers of the ODNI as appropriate, the ICSB will:
- Serve as the convening authority for independent discussion of major IC science and technology themes, strategies and plans in accordance with institutional policies.
- Provide the governance structure for the activities conducted as part of the Persistent Engagement task to include: an annual review of the Intelligence Science and Technology Experts Group (ISTEG) program, participation in the generation of questions that may be submitted to the ISTEG, providing recommendations for symposium topics and as appropriate, participation in developing meetings of experts on technology topics of specific interest to the IC.
- Serve as a source of potential study and workshop topics; develop studies and workshops authorized by the IC involving research and development in science and technology fields applicable to the ODNI. Studies and workshops are performed by committees in accordance with established Academies procedures.
- Conduct periodic meetings to discuss current issues of importance to the ODNI leadership; and as appropriate, visit IC facilities to keep ISCB members abreast of IC requirements, technical challenges, emerging issues and new research and development programs.
- Ensure the dissemination of scientific and engineering knowledge through published, peer-reviewed reports on studies and workshops conducted under its oversight, briefings to the IC, other government agencies, public and press release briefings as appropriate.
It is envisioned that the ISCB will be composed of members with the requisite expertise to address the technological issues the IC expects to face in the near-mid-far term. Members may serve two consecutive three-year terms and must have the ability to be cleared to the TS/SCI level.
