The National Research Council will appoint a standing committee to assist the Substance Abuse and Mental Health Services Administration (SAMHSA) and the Office of the Assistant Secretary of Planning and Evaluation (ASPE) of the U.S. Department of Health and Human Services (DHHS) in their responsibilities to expand the collection of behavioral health data in SAMHSA data collection areas. The standing committee discussions will center around four principal topics: (1) serious emotional disturbance in children, (2) trauma, (3) recovery from a substance use or mental disorder, and (4) specific mental illness diagnoses with any functional impairment. During a two-year period, the standing committee will meet periodically to receive information and engage in discussion with SAMHSA and ASPE staff and other invited guests. The standing committee will identify topics within the four broad areas to be further explored and discussed at three public workshops, but will not itself produce or be used in the development of any reports. At the option of DHHS, the standing committee may be extended for another 15 months, during which time it will identify a fourth topic for the establishment of a separately appointed steering committee to organize a workshop.
