In response to Question 6, other comments regarding approaches that state DOTs used to conduct bridge construction inspection included:

  • Consultant inspection is used to fill in the gaps of in-house general construction inspection.
  • Maintenance activities are reviewed by bridge maintenance staff, separate from construction inspectors.
  • The DOT has a Structure Control Engineer (SCE) position in each District. SCEs are involved in monitoring and inspecting certain aspects of Bridge Construction like pile driving, beam acceptance and placement, deck pouring procedures, etc. We do not have specific Bridge Construction Inspectors as defined here. Will answer questions for bridge construction inspector qualifications with requirements for SCEs.

In response to Question 8, other comments regarding organizational structures for bridge construction inspectors at the state DOT included:

  • Structure Construction.
  • The DOT does not have bridge construction inspectors.
  • The DOT Bridge Program develops, designs, and delivers projects for advertisement and also administers the construction of these projects—there is no longer any Construction Division at Maine DOT (since about 2002).
  • The DOT has local offices that have general construction inspectors.
  • District maintenance for some maintenance operations.
  • Each District has one Structure Control Engineer. The SCE is the liaison between the district bridge and construction units.
  • Construction engineering offices within a region.
