Over the last three decades, there have been fundamental shifts in the electricity system, including the growing adoption of clean distributed generation energy technologies such as rooftop solar. Net metering, which compensates customers for excess energy they contribute to the grid, has been instrumental in supporting the integration of these systems into the grid, but these policies may need to change to better address future needs.

Join the National Academies for a public release webinar on our new report that explores the medium-to-long term impacts of net metering on the electricity grid and customers, on Thursday, May 11, from 11:00 - 12:00 pm ET. The briefing will examine how net metering guidelines should evolve to support a decarbonized, equitable, and resilient electricity system.

Net metering is a billing mechanism reshaping the relationship between electricity customers and utilities. This Congressionally-mandated study for the Department of Energy will examine the medium-to-long term impacts of net metering on the electricity grid and consumers. The study will include a discussion of net metering planning and operating techniques, business models, and architectures, as well as electric service rate designs and new technology developments. The committee will assess net metering in the context of alternative transactional mechanisms and incentives, and evaluate its potential to contribute to a decarbonizing, equitable, and resilient electricity system. In the ninth meeting, the committee will host open sessions featuring presentations and discussions on equity in the electricity system, as well as perspectives from rural electric cooperatives and the solar industry. The committee will also have a closed session discussion and deliberation on finalizing the chapters.

Presentation and Discussion on Rural Electric Cooperative Perspective on NEM: 12:00 - 12:20 EST

The committee will hear from Allison Hamilton from the NRECA. Allison Hamilton is the Director, Markets and Rates in the Business and Technology Strategies group at the National Rural Electric Cooperative Association (NRECA). Ms. Hamilton serves as the technical expert for NRECA staff and membership with respect to retail and wholesale rate structures and evolving energy services business models. Prior to her position at NRECA, Ms. Hamilton worked for Pepco Holdings based in Washington D.C. for more than 13 years in various energy trading and business strategy roles. Before crossing over into the energy industry she spent several years as an equity analyst for a boutique investment bank in the Pacific Northwest.

Presentation and Discussion on Consumer Behavior and Equity in the Electricity System: 12:20 - 12:40 EST

The committee will hear from Dr. Benjamin Sovacool to inform their understanding on equitable considerations within net metering. Dr. Sovacool is the Director of the Boston University Institute for Global Sustainability and a professor in the Department of Earth & Environment. He works as a researcher and consultant on issues pertaining to global energy policy and politics, energy security, energy justice, climate change mitigation, and climate change adaptation.

Discussion on Solar Industry Perspective pertaining to NEM: 12:40 - 1:00 ET

The committee will from Sean Gallagher. Sean Gallagher is SEIA's Vice President of State & Regulatory Affairs where he oversees all of SEIA's policy work in states nationwide, as well as the organization's regulatory policy efforts at both the state and federal level. Previously, he served as an executive for firms developing utility scale solar power projects.

Presentation and Discussion on Equity Considerations and Net Metering (pt. 2): 3:30 - 4:30 PM ET

The committee will hear from Dr. Gavin Dillingham and Dr. Reuven Sussman to inform their understanding on equitable considerations within net metering. Dr. Dillingham is Vice President of Research and leads HARC’s Energy team. In this role, he also serves as Director of the US Department of Energy’s (DOE) Southcentral and Upper West Combined Heat and Power TAP. Dr. Dillingham joined HARC in 2012 where he leads multi-stakeholder efforts focusing on policy and programs to improve the climate resilience of power infrastructure and built environment and to help usher in the energy transition via a variety of clean energy initiatives. He builds and leads strong, well-balanced teams of experts to successfully implement large, multi-year clean energy projects. Dr. Sussman conducts research on energy efficiency behavior change and co-chairs the annual conference on Behavior, Energy and Climate Change (BECC). He joined ACEEE in 2016. He has authored numerous academic papers and book chapters on the psychology of climate change, behavioral interventions to encourage energy efficiency, and the psychological determinants of pro-environmental behavior. Dr. Sussman has been an advisor for organizations, including the G20, that implement energy efficiency behavior change programs, and an expert reviewer for academic journals and large-scale grant opportunities.

The committee will hear from Roger Lin and Michelle Moore to inform their understanding on equitable considerations within net metering. Roger Lin is a Senior Attorney at the Center for Biological Diversity within their Energy Justice program. Prior to joining the Center, he worked with environmental justice organizations throughout California and has litgated environmental justice and civil rights cases. Michelle Moore is CEO of Groundswell, a nonprofit that builds community power by connecting solar and energy efficiency with economic development, affordability, and quality of life. Previously, she worked on developing programs as President Obama's Federal Chief Sustainability Officer.

Presentations & Discussions on Equity Considerations and Net Metering (pt. 2): 3:30 - 4:30 PM ET

The committee will hear from Kim Wolske and Gabriel to continue informing their understanding on equitable considerations within net metering. Kim Wolske is a research associate professor at the University of Chicago Harris School of Public Policy. She has collaborated with the NREL as part of the DOE's Sunshot Initiative to investigate strategies for lowering the soft costs of residential rooftop solar. Gabriel Chan is an associate professor at the University of Minnesota's Humphrey School of Public Affairs. His research blends econmic methods and theory with a broader set of social science and technical knowledge.

Day 1, August 8 - Open Session Briefing by Regulators: 4 - 4:45 PM

The committee will hear from Marissa Gillet and Daniel Scripps to inform their understanding of the regulator's perspecitve. Marissa Paslick Gillett is Chairman of Connecticut’s Public Utilities Regulatory Authority (PURA). Governor Ned Lamont nominated Gillett to serve on the three-member regulatory authority on April 26, 2019. Daniel Scripps was appointed by Governor Gretchen Whitmer to the Michigan Public Service Commission on February 21, 2019 and was designated as Chair in July 2020. His term ends July 2, 2023. Mr. Scripps has been an active participant in a number of state energy advisory groups, including the Upper Peninsula Energy Task Force, the Michigan Dam Safety Task Force, and the Michigan Council on Climate Solutions.

Day 2, August 9 - Open Session Briefing on Value of Solar, Consumer Perspectives: 1 -1:45 PM

The committee will hear from Karl R. Rábago of Rábago Energy LLC about the value of solar from the perspectives of the consumer. Rábago operates Rábago Energy LLC from his home in Denver, Colorado. He has more than 30 years of experience in the electric utility industry across the country and around the world. Rábago has been a public utility commissioner, a federal executive at the US Department of Energy, a utility executive, a researcher, an advocate, and a member of the RMI team. Most of Karl’s experience has been in working with issues at the distribution edge.

Day 2, August 9 - Open Session Briefing on Consumer Advocate Perspectives: 1:45 - 2:30 PM

The committee will hear from Matthew Freedman of the Utility Reform Network about the consumer advocate perspective. Matthew Freedman is a public interest advocate with over 25 years of experience working on energy policy issues at the state and national level. Since 2000, he has served as a staff attorney for The Utility Reform Network (TURN) representing the interests of residential customers at the California Public Utilities Commission, the California Legislature and other state agencies. Mr. Freedman’s practice involves a wide array of electricity regulatory, legal, and policy issues relating to rate design, renewable energy, distributed generation, conventional and nuclear resources, wholesale markets and retail competition.

Net metering is a billing mechanism reshaping the relationship between electricity customers and utilities. This Congressionally-mandated study for the Department of Energy will examine the medium-to-long term impacts of net metering on the electricity grid and consumers. The study will include a discussion of net metering planning and operating techniques, business models, and architectures, as well as electric service rate designs and new technology developments. The committee will assess net metering in the context of alternative transactional mechanisms and incentives, and evaluate its potential to contribute to a decarbonizing, equitable, and resilient electricity system. In this third meeting, the committee will continue discussions of the study's Statement of Task and develop an outline for the study.
