Under the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs, certain federal agencies set aside for small business concerns a portion of their R&D funds.

In response to a Congressional mandate, an expert committee will assemble and analyze evidence about the economic and non-economic benefits of the SBIR and STTR programs at NASA and the effectiveness of NASA's program management practices.
