Protecting airport approaches, departures, and flight routes from intrusion by tall objects helps ensure the safety of people both on the ground and in the air. In the absence of zoning standards intended to restrict such obstructions, communities may inadvertently permit development that creates hazards to aircraft operations. Aviation obstructions—such as tall buildings, towers, natural features like mountains and trees, and even temporary structures like construction cranes—pose potential risks to aircraft navigation. These obstructions can negatively affect the safety and capacity of the airspace and airport operations.
ACRP Synthesis 142: Mechanisms to Address Off-Airport Obstructions, produced by TRB’s Airport Cooperative Research Program, provides a comprehensive overview of the practices airports of all sizes use to address off-airport obstructions, with a focus on coordination with local and state agencies and the Federal Aviation Administration. The synthesis examines how airports leverage existing resources, engage with surrounding landowners to build relationships and raise awareness, and fund the costs associated with managing off-airport obstructions.
