Teresa Frasca, Ph.D., is a program officer with the National Academies of Sciences, Engineering, and Medicine, supporting the Prevention and Remediation working groups of the Action Collaborative on Preventing Sexual Harassment in Higher Education. Dr. Frasca received her Ph.D. in social psychology and women’s, gender, and sexuality studies from Pennsylvania State University in August 2023, and conducted research on the effects of social stigmas and workplace norms on employees’ satisfaction and advancement. She also conducted research examining employees’ perceptions of mandatory trainings, based on their social identities. Prior to completing her Ph.D., Dr. Frasca worked as a lab manager at North Carolina State University and Duke University, and received her B.S. in psychology from the University of North Carolina–Chapel Hill.
Isabel Alvarado, J.D., is the systemwide Title IX deputy director at the University of California Office of the President (UCOP). She joined UCOP after serving as the inaugural associate vice chancellor of Equity & Equal Protection at UC Santa Cruz, where she held the plenary titles of Title IX coordinator, locally designated official, Americans with Disabilities Act Coordinator, and Equal Employment and Opportunity director. Deputy Director Alvarado received her law degree from Monterey College of Law and completed her B.A. in politics at UC Santa Cruz. Alvarado is a queer educational rights advocate with over 15 years of experience working on compliance in higher education. She identifies as a member of the disability community, which informs a holistic approach to compliance focused on meaningful inclusion through agency models of service and transformative justice principles. Alvarado is a co-author of “A Proposed Approach to Allegations of Sexual Boundary Violation in Health Care.”
Philippe Bühlmann, Ph.D., is a professor of chemistry at the University of Minnesota (UMN) Twin Cities. Dr. Bühlmann obtained his Ph.D. in chemistry from the Swiss Federal Institute of Technology Zürich, Switzerland, then worked as a scholar at the University of Tokyo for 8 years before joining the UMN faculty. He is now full professor in the Department of Chemistry and has an active research group in the field of chemical sensors for clinical, environmental, and industrial applications. Through Dr. Bühlmann’s role as director of graduate studies for chemistry over 8 years, he made stress and mental health a focal point for his department. This interest also led to a deep involvement with university governance. He chaired the Faculty Consultative Committee for the five UMN campuses in 2020–2021 and the Provost’s Task Force on Faculty Behavior in Graduate Education in 2021–2022.
Elizabeth Hutchison, Ph.D., is a professor of history and Regents’ Professor in Arts & Sciences at the University of New Mexico (UNM). Her work addresses concerns about social justice, democracy, and human rights, driving her engagement with Chilean history, as well as the study of labor, gender, and sexuality in 20th century Latin America. Dr. Hutchison also advises academic leaders in the United States and Chile on initiatives to prevent and remediate sexual misconduct in their institutions. She served as associate vice president for equity and inclusion at UNM from 2020-2023, developing enhanced support to faculty and staff who experience bullying, discrimination, and sexual harassment, and also served as a former chair of UNM’s Academic Freedom & Tenure and Governance Committees. Co-founder of Faculty for a Sexual Assault-Free Environment at UNM (Faculty SAFE), Dr. Hutchison works to promote changes in policy, strengthen support and advocacy, and advance research on campus sexual violence, in the United States as well as internationally.
