Global Water Resources: The Growing Crisis and Pathways to Sustainability

The global water crisis is a fast-emerging societal problem attributed to increasing water demand due to population growth, economic development, expanding agricultural water use and the compounding effects of land use and climate change. This talk will focus on current global water statistics, drivers of crisis (primary and secondary), inactions, and the role of emerging science and technology, policy, and diplomacy in sustainable water security. The global decrease in both quantity and quality of freshwater and the underlying causes will be covered. The lack of strategic policy action and cooperation across local and international levels is one factor for failing to address water insecurity. We still witness a substantial science-to-policy gap in the governance of water systems. With growing uncertainty and variability in hydroclimatic conditions, water policy formulation, and planning rarely draw upon scientific evidence and advice. Diplomatic efforts to broker international water accords likewise have fallen short. This presentation will underscore the urgent need to align policy, science, and diplomacy for resilient, equitable, and sustainable water management globally.

The Russian invasion of Ukraine in February 2022 has resulted in devastation, including loss of life, massive internal and external migration, and the partial or complete destruction of facilities and infrastructure. This poses urgent challenges for Ukraine's science, education, and technology sectors. As the war in Ukraine rages on with no end in sight, concern is growing among the international science community about immediate and lasting damage to the Ukrainian science enterprise and its ability to support the long-term economic recovery for Ukraine.

The U.S. National Academy of Sciences, in partnership with the Simons Foundation and ETH Zurich, will convene leading experts from around the world representing academia, ministries, industry, philanthropy and foundations in a 2-day workshop to focus on efforts to strengthen the Ukrainian science and innovation system as part of broader efforts toward economic recovery and resilience. The workshop, which will take place March 19-20, 2024 in Zurich Switzerland, with two goals: Day One: explore mechanisms for supporting international science and innovation cooperation between Ukraine and other key countries through the development of a joint research fund; and Day Two: identify key approaches and best practices for linking science and innovation to economic recovery and growth. A rapporteur-authored proceedings of the workshop in brief will be produced. Outputs from the workshop will be shared with different government officials as they prepare for the June 2024 donors conference in Germany. The workshop will build on existing National Academies' activities involving Ukraine, including the two prior RESET Ukraine workshops and the outcomes of the National Academies' SEED Program.

Governing Abroad: Why Coalition Politics Matters for Foreign Policy

Most parliamentary systems around the world are governed by coalitions, yet we still know little about how coalition governments engage in foreign policy. Why do some coalitions act assertively in the international arena, while others postpone their decisions or water down their policy positions? Drawing from my research on the role of political parties and national legislatures in international affairs, I demonstrate how coalition politics is an important predictor of foreign policy behavior in European and Middle Eastern democracies.
