Aggregate measures of explicit attitudes demonstrate that on average, Americans hold moderately negative views of older people. Over time, these views have become less negative; however, implicit attitudes have remained steadily negative during the same period, suggesting that ageist biases remain prevalent—even as overt ageism has become less acceptable. These biases inform ambivalent, but mostly negative stereotypes that define older workers as trustworthy, but incompetent and unhealthy. The ambivalent nature of these attitudes makes them difficult to detect and measure, and suggest they can result in more complex discriminatory behaviors.

In the workplace, older workers are assumed to be less productive and show lower job performance than younger workers, and these differences are often reflected in hiring decisions and supervisor evaluations of workers. However, objective measures of cognitive ability and productivity have not borne out these differences, suggesting that ageism contributes to biased evaluations of employee performance. Similarly, audit and correspondence studies have provided consistent evidence of widespread age discrimination in hiring with the largest effects for those approaching retirement age. This webinar will focus on what we know about age discrimination in the workplace, the missing links in the causal chain between ageist attitudes and preferences and discriminatory behaviors in the workplace, and the effects of age discrimination on the work behaviors and well-being of older adults.

Social policies environments set the context for later life retirement and work decisions. Although the importance of both Social Security and Medicare for providing financial stability through income support and health insurance coverage is well established, a host of other policies may also improve financial resources or provide new opportunities to extend working lives. Beyond these contributions to individual behaviors, public policies can also affect the incentives for organizations to implement workplace changes that enable or inhibit work at older ages.

The United States has enacted a wide range of social policies that may support or discourage work at older ages. These policies can be broadly characterized into two types: those that aim to improve financial security and those that aim to support work. While the focus of policies and programs that aim to improve financial security is on financial risk protection, their existence can make retirement possible when it might not otherwise have been possible and affect the financial incentive to continue working at older ages. Social policies that promote work at older ages can be designed to affect the employment prospects of older workers specifically or may be available to everyone, regardless of age. These latter policies are often designed to aid workers who are dealing with a disability or other health issue to remain employed, and thus may have greater relevance for older workers due to the higher risk of disability and health issues at older ages.

This webinar will explore the range of policies that affect work and retirement behaviors in the U.S. and contrast them with alternative policies adopted in other countries.

Workplace norms, policies, and practices shape work and retirement pathways by increasing or constraining older workers’ agency in work-related decisions. These work practices define the employment relationship by establishing a set of conditions, such as pay, work schedule, benefits, the degree of job flexibility, training opportunities, and health and safety conditions. These practices influence whether older workers continue to develop their skills as they age, stay engaged at the workplace, remain healthy, and are able to balance work and nonwork roles over the life course. Workplace practices thus establish constraints on work behaviors, shape worker expectations, and guide worker preferences.

Currently, workplaces are undergoing tremendous change. New technologies are impacting work processes, in some cases intensifying work while in other cases simplifying it, as well as demanding that employees continually update their skills. Remote working has increased dramatically and concerns about workforce safety have become a higher priority for organizations in response to the COVID-19 pandemic. In addition, today’s workplace is also characterized by great inequality in working conditions and access to employee benefits. These changes have highlighted the need to more consistently and comprehensively address research questions that focus on the effects of workplace policies and practices on retirement and work at older ages.

An aging workforce, extended healthy life expectancy, mounting inequality, new technologies, and heightened economic and job precarity mean work arrangements among older adults are in flux. Growing numbers of older adults sustain various forms of workforce participation, even though retired from their main or career jobs, and these patterned shifts challenge the definitions of what it means to work and to retire in the United States. This webinar will discuss the findings and conclusions of the new consensus report, Understanding the Aging Workforce: Defining a Research Agenda, which reviews what is known about work and retirement experiences of older adults in the United States, and outlines an ambitious research agenda that identifies the most promising areas for future research and much-needed improvements to existing methodological and data infrastructure.
