An ad hoc committee organized and convened a 2-day public workshop in Washington, D.C. Through this workshop, the committee brough together public and private sector partners to discuss approaches to aligning health system incentives with the American public’s need for a healthcare system that is optimally prepared to manage the acutely ill and injured in addition to their core mission of managing chronic conditions and providing scheduled care.
Specific topics that may be explored in this workshop included:

The degree to which the public and private healthcare systems self-identify as a key component of the U.S. national security infrastructure;
The interest in the healthcare system in developing a collaboration across public and private sectors with the aim of strengthening capacity to respond to disasters and public health emergencies;
The possible key levers that would motivate private sector investment in emergency response system capacity building, including those levers that already exist but are not currently used as incentives (quality measurement, grant programs, alternative payment models, tax benefits, etc.);
The possible strategies to overcome key barriers to applying existing incentives to improve the quality, effectiveness, and efficiency of the management of critically ill and injured patients on a day-to-day basis and during emergency response scenarios; and
The possible key sources of information and data elements that would be required to improve situational awareness of public and private sector healthcare facility capacity and capabilities.
The degree to which Department of Defense or Department of Veteran’s Affairs hospitals should be used as a part of the U.S. response to disasters and public health emergencies requiring a healthcare response.

The committee developed the agenda for the workshop session, selected and invited speakers and discussants, and moderated the discussions. Workshop proceedings were prepared by a designated rapporteur in accordance with institutional guidelines, based on the presentations and discussions held during the workshop. The proceedings were subject to appropriate review procedures before being released.
