The economic impacts of the pandemic continue to mount. COVID has already affected millions of Americans’ employment, while re-exposing significant economic inequality and issues related to health disparities and the digital divide. As states’ stay at home orders fluctuate, the challenge of reopening the economy without furthering local and regional outbreaks remains a daunting public health challenge.

How is the pandemic impacting growth, unemployment, and inequality, and what are the impacts going to look like in the long-term? How will policymakers resuscitate the economy after this self-induced coma? How are states adapting? How are firms making decisions about the future under such uncertainty? During this virtual meeting the group considered the economic outlook of the pandemic.

The pandemic has exacerbated supply chain security vulnerabilities across industries by impacting both production and transportation networks. The complexities of securing a globally-integrated supply chain during a global crisis is pushing some institutions and policymakers to rethink the tradeoff of efficiency for control and security in supply chain management. How will the current crisis impact strategic thinking around emergency stockpiles, manufacturing, and globally integrated supply chain security in the future?

How can the current crisis help actors within the research enterprise think strategically about global supply chain security within the context of emergency preparedness and response coordination in the future? During this meeting, the group discussed how supply chains across different industries have been impacted, and what post-pandemic supply chains might look like in the future.

As employers across sectors increased access to remote work options, companies, universities, and government agencies are increasingly vulnerable to new and persistent cybersecurity threats. Digital vulnerabilities can increase the impacts of ransomware attacks, data breaches, phishing scams, and disinformation campaigns by malicious actors, which were already on the rise before the destabilizing effects of the global pandemic. How can actors within the research enterprise share information on cybersecurity solutions effectively and efficiently to prevent large-scale attacks?

During this meeting, presenters and attendees discussed how the pandemic has impacted the cybersecurity threat landscape, and how institutions can protect against shifting vulnerabilities.

Universities, companies, labs, and government agencies have adapted to new virtual and hybrid work arrangements that may lead to long-term transformations in the way workplaces are structured. How has the transition to remote and hybrid-remote work impacted the productivity of scientists and researchers, and how has it transformed the culture and management of work within the research enterprise? What have the institutions of the research enterprise learned in the short term, and how are more permanent plans being put into place?

During this meeting presenters and attendees discussed the immediate lessons learned during the emergency transition to telework and how to apply those lessons to possibly more permanent work arrangements relying heavily on remote learning and work.

Effective communication about scientific recommendations and evidence-based science policy are critical during crises. Significant uncertainty and rapidly changing public information can lead to the misrepresentation of information and the propagation of misinformation. However, a single focus on the accuracy of the facts, which are further complicated by evolving uncertainties and the accelerated pace of research, and not how the facts are presented can be counterproductive. Though science and scientists remain highly trusted by the public, the information environment of the pandemic has become partisan and politically charged. Science communicators need to think about how scientific information is being received by different communities and social groups.

How are science communicators effectively sharing resources about the virus with the public, and how can they help to control the spread of misinformation? During this meeting the group talked about what we can learn from the crisis about communicating science in a partisan environment.

Researchers throughout the enterprise are crossing traditional collaboration boundaries to gain new insights on the characteristics and treatment of the 2019 coronavirus. In mid-March, government science advisors from several countries urged scientific publishers to make COVID-related articles free and widely available, and most publishers have continued to make content related to the virus publically accessible. To enhance the effectiveness of this information sharing effort, other initiatives to use AI and machine learning to analyze coronavirus data and research have been established in new cross-sector collaborations in the U.S. and globally, which has enabled a significant increase in the mobilization of COVID-related research efforts.

The crisis has highlighted a number of imperfections in scientific information sharing and publishing systems. How much longer will conveying scientific information through PDF be the norm, and what is the future of scholarly communication? During this meeting the group discussed new initiatives for accelerating the pace of scientific discovery through open access and open source tools. How will these collaborations and initiatives evolve after the immediate crisis?
