DOD Basic Research Organizations and Universities: Committee Site Visits and/or Interviews
The site visits and interviews conducted by the Committee on Department of Defense Basic Research included discussions with approximately 140 people from 7 Department of Defense (DOD) research organizations and 14 universities, as listed in this appendix. (See Appendix B for a list of guest speaker presentations to the committee at its two meetings in Washington, D.C., in May 2004.)
DOD BASIC RESEARCH ORGANIZATIONS VISITED
The committee conducted site visits at the seven (including the Army Research Office) DOD basic research organizations listed below. Committee members met with key organization leadership in addition to one or more groups of researchers and/or research managers at each site. Discussion topics included the DOD definition of basic research; the perceptions of those in leadership positions, researchers, and managers about how well their research fits this definition and about characteristics associated with basic research; trends; concerns; and suggested improvements. The basic research organizations visited are these:

VISITS AND/OR INTERVIEWS AT UNIVERSITIES
Committee members made site visits and/or conducted interviews with research leaders of 14 universities. Each visit included a meeting with the key person responsible for research at the university, as well as one or more groups of DOD-sponsored researchers. In addition to the same topics addressed during the DOD site visits, these discussions addressed the importance of DOD research funding to the university research enterprise. (These same topics were discussed during interviews of university research leaders who were not visited in person.) The 14 universities are these:
