Ensuring clear approaches around airports is important for maintaining safety and operational efficiency. Proper management of airspace obstructions is vital to prevent potential hazards that could endanger aircraft during takeoff, landing, and flight operations. By keeping areas free of tall structures, trees, towers, cranes, and other obstacles, airports can guarantee that both pilots and air traffic controllers have unobstructed visual and radar access, thereby facilitating smoother navigation. Moreover, well-maintained approaches help airports comply with regulatory standards, minimize risks, and foster a secure environment for travelers and residents alike.
In many instances, local authorities enforce regulations to limit new construction, notify and mitigate obstructions during construction, and manage/remove obstructions around airports. The survey found that many airports are proactive, working with city and county planning agencies to participate in the early stages of projects that may impact Part 77 airspace. These outreach efforts have been effective, as demonstrated by the planning agencies that contact airports when projects are reviewed and approved by airports or local authorities. However, most airports still monitor projects in their area through the OE/AAA website.
Formalized agreements ensure that airport staff can address obstructions through avigation easements, deed restrictions, or legal agreements. These measures are put in place to safeguard airport operations and maintain investments in the airfield for community benefit. The survey and case examples in this synthesis indicate that many airports use a layered approach to prevent obstructions, from the early planning stages through construction to the maintenance of vegetation around airfields.
Airports continue to use the FAA-developed resources and find them useful. The OE/AAA process and website are integrated into many airportsʼ processes, appearing on airport websites and in forms developed to assist surrounding landowners. Most internal airport processes are developed to supplement the OE/AAA process and help clarify FAA resources for those unfamiliar with aviation procedures, such as local landowners, contractors new to the area, and new planners.
Outreach and communication with those surrounding the airport and the community as a whole are common with airports of all sizes. Airports use databases containing landownersʼ names and contact information for outreach to owners within the airportʼs boundaries. Airports are involved in advancing compatible land use planning at the city and county level through various methods:
The size of airports affect their ability to engage in community outreach due to staffing levels. For example, large airports usually have larger staffing levels, allowing them to be more active in outreach to communities and surrounding landowners. The case examples in Chapter 4 highlight airport practices of involving airport board members, community leaders, and regional staff in projects to address obstructions.
Maintaining a safe airport, free from obstructions, does not come without costs associated with tree removal, vegetation trimming, engineering/design/consultant costs, and the time airport staff devote to addressing the issues. Many airports surveyed were still dealing with obstructions identified in previous years. The complexity of the solutions ranged from quickly mitigating the obstruction, as in the case of cranes appearing without proper notification, to years-long plans for tree removal programs to satisfy state inspections.
It is important that future research investigates strategies to improve funding access and community engagement for smaller airports with limited budgets and personnel. Smaller airports may lack dedicated staff to pursue federal or state funding opportunities for obstruction mitigation, resulting in reduced outreach capacity. Survey and case example findings from this project indicate that proactive engagement with local communities has led to measurable success. However, increased reliance on regional or state-level resources may weaken these local connections. Research is needed to identify sustainable models that balance external support with the preservation of strong local partnerships.
Further research is also needed to examine how workforce turnover in both the construction industry and local government affects the effectiveness of airport protection and land use compatibility efforts. The construction industry experiences frequent turnover and a steady influx of new entrants who may lack awareness of OE/AAA procedures, local regulations, and airport planning requirements. Similarly, turnover within airport management and local planning departments can lead to delays as new personnel are trained. As state legislation and regulations evolve to address housing shortages and streamline development, there is a growing concern of incompatible land uses emerging near airports. Research could explore best practices, training models, and policy frameworks that enable airports to maintain vigilance and leadership in protecting aviation interests amid these ongoing changes.
