Members of the Committee on Developing Framework to Address Legal, Ethical, Regulatory, and Policy Issues for Research Specific to Pregnant and Lactating Persons met on January 26 virtually. During the Open Session, Committee members had the opportunity to interact with the study sponsor, The Eunice Kennedy Shriver National Institute of Child Health and Human Development. Members clarified information and the main purpose of the study with sponsors. In the Closed Session, committee members discussed the statement of task, their thoughts on liability, and the next steps for the study, such as requests for guest speakers. The committee also held the required bias and conflict of interest discussion with representatives from the Health and Medicine Division Executive Office.

During the first closed session, committee members offered introductions based on their expertise relevant to the project and heard a presentation outlining the structure and workflow of the National Academies of Science, Engineering, and Medicine and the consensus study process. Led by their co-chairs, committee members then reviewed the Statement of Task, identifying key questions to ask the sponsor and study progenitor.

During the second closed session, committee members discussed key takeaways from the sponsor briefing and identified key considerations for the study and workshop, to be held in March. Specific attention was paid to the scope of the Statement of Task, public engagement and the presentation of the final report, and current research and outreach needs.

The first day of the workshop, December 2, will provide an overview of the National Health and Nutrition Examination Survey (NHANES) and explore the opportunity and challenges associated with adding genetic tests to the active survey. Experts will discuss specific ethical and practical considerations associated with returning clinically actionable genetic results, including a special session focused on the regulatory issues. Building from there, day two of the workshop will examine the process for returning results, special issues when returning results to low-resource communities, and implications for informed consent. During the final day of the workshop, experts will share information about their experiences with returning results in contexts that are similar to NHANES. The workshop will conclude with a panel discussion on the key themes and considerations for future NHANES.
