PART II

Overcoming the Challenges Often Encountered When Making Findings of No Effect and No Adverse Effect

Most of the challenges associated with making findings of No Effect and No Adverse Effect are, as one interviewee noted, “the nexus between a historic property and a living active transportation system.” The challenge, as one federal agency respondent observed, is to “maintain what’s important about this [historic] resource in the context of what [is] important to this active living system.” In addition, there is the challenge when the “living” transportation facility is the historic resource. Part II of this handbook presents discussions on and strategies for making findings of No Effect and No Adverse Effect in regard to challenging historic properties; challenging transportation projects; and challenges involving indirect, reasonably foreseeable, and cumulative effects.
