In conducting this study, the committee engaged in an extensive data-gathering effort that included numerous briefings during virtual and in-person plenary sessions in addition to six site visits and additional virtual sessions conducted by sub-groups of the committee membership. As documented in this Appendix, the data-gathering sessions emphasized collection of information from U.S. Air Force (USAF) elements, including insights and perspectives from key stakeholders across the USAF human capital management (HCM) system as well as other relevant offices of the Department of Defense and the other Services (Figure G-1 provides an overview).
The individuals listed on the following pages were key contributors to the study’s data-gathering sessions, including those who assisted in the coordination and planning of each of the committee’s site visits. In particular, the committee wishes to specifically acknowledge the study’s primary USAF point of contact, Ken Schwartz, Chief, Air Force Testing and Survey Policy, and Program Manager, Air Force Personnel Research, Accession and Training Management Division (AF/A1PT), who provided extensive subject matter expertise in addition to essential support for the committee’s numerous plenary briefings and site visits. Additionally, the committee’s work benefitted from input from countless individuals, many of whom are not listed below. Over the course of the study, many individuals participated in roundtable sessions (in person and virtually) and provided additional insight in support of the formal briefing materials. Unfortunately, those individuals cannot all be identified by name, but their contributions are greatly appreciated by the committee and were critical to the thoroughness of the committee’s data-gathering efforts. below lists highlight the key organizations and senior leaders and subject matter experts who contributed information and expertise to the study’s data-gathering sessions from July 2019 to May 2020. The final section lists subject matter experts outside the Department of Defense, including academia and the private sector, who also contributed valuable information.
