Table B2. Results of Survey Question “Other.”

Q3. Does this DOT use the term qualified, certified, or both to describe the personnel who are approved to perform sampling and testing according to the requirements of 23 CFR 637B?
“Other” responses:
  • certified by WAQTC, qualified in a module.
  • Both, different definitions.
  • Training is required for new technicians but must be under supervision of certified personnel until they are certified.
  • Certified Technicians and Authorized Testers
  • We use ‘Certified’ in most instances, but we do have a small subset of inspectors who are ‘Qualified.’ This is limited to seasonal interns, or inspectors who perform very limited activity in a discipline. Ex.: a bridge inspector would be Certified in concrete testing and inspection but may be Qualified to take an occasional asphalt mix sample if a Certified paving inspector is unavailable.
  • Certification = 3rd party certifying organization; Qualification = DOT-issued
  • Both, not the same definition
