Dear AASHTO Committee on Materials and Pavements Members:
The Transportation Research Board (TRB) through the National Cooperative Highway Research Program (NCHRP) Synthesis program, under the sponsorship of the American Association of State Highway and Transportation Officials (AASHTO), and in cooperation with the Federal Highway Administration (FHWA), is preparing a synthesis report titled State DOT Certification Programs for Materials Sampling and Testing Personnel (Topic 55-06).
The objective of this synthesis is to document practices used by state DOTs for implementing qualification and/or certification programs for materials sampling and testing personnel in accordance with 23 CFR 637 Subpart B.
The focus of this survey is on materials sampling and testing personnel used in acceptance programs for soils, aggregate, asphalt mixtures, and concrete materials, but we are also interested in gathering information on other types of materials qualification/certification programs being used by DOTs. The information gathered through this synthesis will be useful to agencies wanting to enhance or improve various aspects of their existing program.
A pdf copy of the survey is attached so it can be previewed or shared as needed. We are asking for one person at each state DOT, including Puerto Rico and the District of Columbia, to participate in this survey. Each DOT’s participation will help ensure the success of this synthesis project. The survey is intended to be completed by someone most familiar with the qualification/certification program. If someone else is better suited to answer the questions, please forward them this email with the link and the pdf.
Note that the survey responses will be shown in the published synthesis report. However, the identity of survey respondents will remain anonymous.
Please complete the survey by February 7, 2024. The survey consists of 25-30 questions and should take no longer than 20 minutes. Please use this survey link or copy and paste the link into your browser:
Thank You!
