The National Academy of Sciences was established in 1863 by an Act of Congress, signed by President Lincoln, as a private, nongovernmental institution to advise the nation on issues related to science and technology. Members are elected by their peers for outstanding contributions to research. Dr. Marcia McNutt is president.
The National Academy of Engineering was established in 1964 under the charter of the National Academy of Sciences to bring the practices of engineering to advising the nation. Members are elected by their peers for extraordinary contributions to engineering. Dr. Tsu-Jae Liu is president.
The National Academy of Medicine (formerly the Institute of Medicine) was established in 1970 under the charter of the National Academy of Sciences to advise the nation on medical and health issues. Members are elected by their peers for distinguished contributions to medicine and health. Dr. Victor Dzau is president.
The three Academies work together as the National Academies of Sciences, Engineering, and Medicine to provide independent, objective analysis and advice to the nation and conduct other activities to solve complex problems and inform public policy decisions. The National Academies also encourage education and research, recognize outstanding contributions to knowledge, and increase public understanding in matters of science, engineering, and medicine.

Consensus Study Reports published by the National Academies of Sciences, Engineering, and Medicine document the evidence-based consensus on the study’s statement of task by an authoring committee of experts. Reports typically include findings, conclusions, and recommendations based on information gathered by the committee and the committee’s deliberations. U.S. oil and natural gas production through drilled wells began in 1859 with the first successful oil-producing well in Pennsylvania. State regulation of oil and gas production dates to around the 1890s, with continuing evolution of regulatory programs since then.
The orphan well problem has existed since some of the earliest wells ceased producing hydrocarbons in commercial quantities. While their risks and hazards will vary based on geology, geography, and land use, when left unattended, orphan wells can cause public health and safety, economic, and environmental problems.
At the request of the Department of the Interior’s Orphaned Wells Program Office, the National Academies of Sciences, Engineering, and Medicine convened an ad hoc committee of volunteer experts to address the regulatory, technical, and environmental challenges and solutions to orphaned hydrocarbon wells in the United States. Committee membership represented experience from major oil and gas companies, service companies, state regulators, environmental firms, academia, and federal agencies.
The National Academies efforts began with a workshop in July 2024 that brought together a broad set of stakeholders and informed the design and implementation of the consensus study. The workshop and this report were informed by a commissioned white paper compiling statutory and regulatory standards, methods, and design of plugging plans and requirements for such activities. We thank white paper authors Richard Simmers, John Fleming, Marlene Hall, Scott Kell, and Robert Worstall and all the speakers, panelists, and participants at the workshop.
Expert panel sessions were held over the course of the study period. Industry experts and state representatives participated in these information-gathering sessions; discussions informed and influenced all aspects of the study charge. To inform its deliberations, the committee examined academic literature, state regulatory standards, and industry-governing standards.
The members of the study committee brought a range of disciplinary backgrounds, viewpoints, experience, and practice to the discussions. It has been a great privilege to work together to advance understanding of the complex issues around the U.S. domestic oil and gas legacy. We thank the committee members for their commitment, thoughtfulness, and professionalism throughout the project.
The committee is grateful for the competence and efficiency of the National Academies staff assigned to this project. In particular, we thank Noel Walters for her tireless efforts, without which this study would not have been successful.
