Appendix A

Committee Member Biographies

Mary H. Feeley (Co-chair) retired as chief geoscientist from ExxonMobil Exploration Company in 2014. Her responsibilities included advising senior ExxonMobil Upstream management on strategic geoscience matters and identifying global geoscience opportunities. Her graduate work focused on understanding depositional patterns in upper slope salt basins and the Mississippi Fan using seismic stratigraphy techniques. She also spent many years working on lease sales, prospect maturation, and energy development in the Gulf of Mexico. Dr. Feeley served on the National Academies of Sciences, Engineering, and Medicine’s Ocean Studies Board; Committee on Guidance for NSF on National Ocean Science Research Priorities: Decadal Survey of Ocean Sciences; and Committee on Offshore Science and Assessment. She received a Ph.D. in oceanography from Texas A&M University.

James A. Slutz (Co-chair) is director of study operations for the National Petroleum Council, an independent federal advisory committee to the United States, reporting to the U.S. Secretary of Energy. Previously, he led a global energy consulting practice with projects in North America, Asia, and Europe. Mr. Slutz served as acting assistant secretary of fossil energy at the U.S. Department of Energy and before that as deputy assistant secretary of oil and natural gas. Before that, he was the Indiana oil and gas director, regulating the state’s upstream oil and gas industry and natural gas storage wells. Mr. Slutz is a former vice chair of the Interstate Oil & Gas Compact Commission. He is an advisor to the National Bureau of Asian Research (NBR) and a board member of the local chapter of the Society of Petroleum Engineers (SPE), where he serves as the program chair for the annual SPE/American Association of Petroleum Geologists/Society of Exploration Geophysicists Technology and Sustainability Symposium in Washington, DC. Mr. Slutz has published papers in collaboration with the American Enterprise Institute, East–West Center, U.S. Chamber of Commerce Foundation, and

NBR. He has served as chair of the Committee on Earth Resources of the National Academies of Sciences, Engineering, and Medicine and as a member of the Board on Earth Sciences and Resources. He attended the Ohio State University and received a B.S. (School of Natural Resources) and an M.B.A. (Fisher College of Business).

James L. Bolander, Jr. is president of JLB Engineering, LLC, a consulting firm. He has over 40 years of experience in the oil and gas industry, having worked with several companies and state regulators on well integrity issues, natural gas waste, and methane emissions. Prior to forming JLB Engineering, Mr. Bolander retired from Southwestern Energy (SWN) as senior vice president of resource development with expertise in operations; health, safety, and environment; and project management. He also spent 15 years as an engineer with Mitchell Energy working in multiple disciplines (drilling, production, and reservoir engineering) and geographic areas (Texas, Mississippi, Louisiana, and New Mexico). Mr. Bolander has been a consultant with the New Mexico Oil Conservation Division in drafting new regulations on natural gas waste; the Mitchell Foundation’s Respect Big Bend Project; SWN on special projects, such as methane emission mitigation and freshwater neutral; and Independent Energy Standards Corp, where he served as technical advisor. He has most recently consulted with the Environmental Defense Fund on state and federal wellbore integrity and plugging and abandonment regulatory standards. Mr. Bolander was on the Technical Advisory Board for Project Canary’s TrustWell evaluation tool and is a member of the Society of Petroleum Engineers and registered professional engineer in Texas (inactive). Mr. Bolander is a coauthor of the Proceedings of the National Academy of Sciences publication “Public Data from Three U.S. States Provide New Insights into Well Integrity” and technical author of the Model Regulatory Framework, which has been used by several states to update well integrity and plug and abandonment rules. He received a B.S. in petroleum engineering from Louisiana State University.

Walter S. Guidroz is research scientist emeritus with the U.S. Geological Survey (USGS). Before retiring in 2021, he led the USGS Energy Resources Program by providing strategic direction to energy-related research and assessments that helped underpin U.S. energy policy and ensured U.S. energy security. Dr. Guidroz has 43 years of experience in the energy industry, having worked at Amoco, Enron, and BP in multiple geoscience and management roles before joining USGS in 2016. He has broad experience as a geoscientist not only in the United States but also internationally, such as in Russia’s West Siberian Basin and in Brazil’s offshore Campos and Santos basins. While at USGS, and in partnership with the U.S. Department of State, Dr. Guidroz also provided government-to-government advising in Uzbekistan, Greenland, Romania, and Bosnia-Herzegovina. He is adjunct associate professor of geology and geological engineering at the University of Mississippi and adjunct professional lecturer at the George Washington University in Washington, DC. Dr. Guidroz received a B.S. in geology from Nicholls State University, an M.S. in geology from the University of Mississippi, an M.B.A. from the University of Texas at Austin, and a Ph.D. in marine geology from Louisiana State University.

Mary Kang is associate professor in civil engineering at McGill University, studying methane emissions from oil and gas systems and subsurface hydrology. She made the first direct measurements of methane emissions from abandoned U.S. oil and gas wells, and over the past decade, she has led such projects for abandoned/inactive wells in Pennsylvania, West Virginia, Oklahoma, California, British Columbia, Alberta, Saskatchewan, Ontario, and internationally. Dr. Kang conducts data mining, geospatial/statistical analysis, and machine learning to determine the scope of the emissions and develop mitigation solutions. She served in an uncompensated advisory role (Science Advisory Panel member) for the Environmental Defense Fund Permian Campaign. Dr. Kang has spoken publicly regarding her research on methane leakage and testified before the House Subcommittee on Energy and Mineral Resources for the 2021 Hearing on Orphaned Well Legislation. Dr. Kang received a B.A.Sc. and an M.A.Sc. in civil and environmental engineering at the University of Waterloo, Canada, and a Ph.D. in civil and environmental engineering from Princeton University; she was a postdoctoral fellow in Earth system science at Stanford University.

Thomas A. Kropatsch is state oil and gas supervisor for the Wyoming Oil and Gas Conservation Commission (WOGCC). His other roles have included deputy supervisor, natural resources program supervisor, natural resources analyst, project manager, and project geologist. Mr. Kropatsch coordinated and managed the WOGCC accelerated orphan well plugging program since 2014 and implemented its environmental/natural resources programs since 2010. He served as a state representative on the Environmental Protection Agency’s (EPA’s) National Underground Injection Control Technical Workgroup from April 2014 to April 2020, and he was selected to be a member of several technical workgroups on EPA’s hydraulic fracturing studies. Mr. Kropatsch is vice chair of the Interstate Oil & Gas Compact Commission and co-chair of its Orphan Well Task Force, board member of the Ground Water Protection Council and Wyoming Energy Authority, and a graduate of Leadership Wyoming. In 2021, he testified before the House Subcommittee on Energy and Mineral Resources for the hearing “Building Back Better: Creating Jobs and Reducing Pollution by Plugging and Reclaiming Orphan Wells.” He received a B.S. in geology from Oklahoma State University and is a registered professional geologist in Wyoming.

Geoffrey M. Landry is cementing domain manager for North America at SLB, where he has worked for 16 years in various technical and operational roles. Over the last 6 years, he has been responsible for engineering cementing solutions, slurry design, and high-level reviews of critical well interventions for North America. Mr. Landry leads research and development efforts and holds several patents and pioneering innovations in cementing technology. His expertise lies in developing advanced materials and additives for primary and remedial cementing, with a focus on durability in extreme well environments. He has been instrumental in creating new solutions to enhance wellbore integrity, including alternatives to Portland cement. Mr. Landry has chaired conference workshops, served on the committee for several Society of Petroleum Engineers (SPE) conferences, and published multiple SPE papers and academic journal articles. His

contributions and passions align with the long-term sustainability goals of the oil and gas industry. Mr. Landry earned a degree in chemistry from Louisiana State University.

D. Nathan Meehan is professor in the Harold Vance Department of Petroleum Engineering at Texas A&M University, specializing in carbon capture, utilization, and storage; blue hydrogen; emissions reduction in oil and gas operations; and enhanced recovery in unconventional wells using carbon dioxide. He serves as senior technology advisor for Petro.ai and non-executive director of Ignis H2, a geothermal energy startup. With over 45 years of industry experience, Dr. Meehan has held leadership roles at CMG Petroleum Consulting; Gaffney, Cline & Associates; and Baker Hughes. He served as 2016 president of the Society of Petroleum Engineers (SPE) and is a member of the National Academy of Engineering. He received SPE’s Lester C. Uren Award, DeGolyer Distinguished Service Medal, and Public Service Award; the World Oil Lifetime Achievement Award; and Petroleum Economist magazine’s Legacy Award. Dr. Meehan received a B.Sc. in physics from the Georgia Institute of Technology, an M.Sc. in petroleum engineering from the University of Oklahoma, and a Ph.D. in petroleum engineering from Stanford University.

Adam S. Peltz is director and senior attorney of the Energy Program at the Environmental Defense Fund (EDF). He focuses on oil, gas, and carbon capture, utilization, and storage (CCUS) regulation and policy, serving as a public advocate on these issues. Mr. Peltz is responsible for managing multi-stakeholder efforts concerning oil and gas development and CCUS to improve environmental outcomes through enhanced regulation and improved industry practices, especially concerning secure geological storage of carbon dioxide as well as orphan oil and gas wells. He has made public statements on the importance of plugging orphaned and abandoned wells. In addition, he testified before the House Subcommittee on Energy and Mineral Resources of the House Committee on Natural Resources in March 2022. Mr. Peltz started as a legal fellow with EDF in 2011, working on natural gas and international climate efforts. During law school, he studied international development and climate change law and interned at the Legal Resources Centre in Ghana; Overseas Private Investment Corporation in Washington, DC; and Geneva, Switzerland, carbon credit certifier Gold Standard. Mr. Peltz received a J.D. and an M.A. from Boston University and a B.S. in political science and international studies from the University of Chicago.

David M. Perrin is well advisor for Chevron Technical Center. He joined Chevron in 2012 as a drill site manager and has held numerous well operations and engineering positions of increasing responsibility in the Gulf of Mexico Business Unit, Environmental Management Company, and Technical Center. His diverse experience includes onshore and offshore drilling, completion, and intervention activities, with a primary focus on plugging and abandonment. As a technical subject-matter expert, he partners with upstream business units to provide engineering support for plugging and abandonment of legacy assets, including evaluation for potential carbon capture, use, and storage sites. Mr. Perrin is well-versed in U.S. federal and multiple state regulatory

requirements for plugging and abandonment, including those of the Environmental Protection Agency, the Bureau of Safety and Environmental Enforcement, and the states of Louisiana, Texas, and Michigan. He participates in several industry organizations, including American Association of Drilling Engineers (AADE), International Association of Oil and Gas Producers, Society of Petroleum Engineers, and the Plugging & Abandonment Collaborative Environment network. He was appointed as Chevron representative and chair of the International Association of Oil and Gas Producers Wells Carbon Capture and Storage Expert Group and to the board of directors for the AADE New Orleans Chapter as a steering committee member. Mr. Perrin received a B.Sc. in petroleum engineering from the University of Louisiana at Lafayette.

Mileva Radonjic is professor and Samson Investment Chair in Petroleum Engineering at Oklahoma State University, where she established hydraulic barrier materials and geomimicry labs in the School of Chemical Engineering. She spent a year at the Federation of American Scientists in Washington, DC, focusing on building materials for rapid rebuilding post–Hurricane Katrina in New Orleans, prior to employment with BP America’s drilling team in Houston. Her primary research interest remains investigating mechanisms of rock/cement–fluid interactions and their impact on engineering performance in concrete structures, ancient monuments, and wellbores. Dr. Radonjic received a Ph.D. from the Interface Analysis Centre at the University of Bristol, United Kingdom, followed by a visiting scholarship from Princeton University.

Eilis J. Rosenbaum is research engineer and program leader at the U.S. Department of Energy National Energy Technology Laboratory. Her expertise is in applying sound, physics-based engineering principles to solve energy and carbon management challenges, with a focus on applying experimental knowledge and modeling-based approaches to better understand the subsurface and address specific issues of national concern. Her current research is focused on providing science-based solutions to improve well isolation strategies and effective resource management of hydrocarbon wells to ensure investments are maximized. Dr. Rosenbaum was awarded the 2025 Civil and Environmental Engineering Recent Alumni Achievement Award for her research. She has a B.S. in chemical engineering and mechanical engineering from Geneva College and an M.S. in chemical and petroleum engineering from the University of Pittsburgh. She received her Ph.D. in computational mechanics from the Civil and Environmental Engineering Department at Carnegie Mellon University.
