On Being a Scientist:
A Guide to the Responsible and Ethical Conduct of Research:
Fourth Edition
Requested by Congress in P.L. 117-167, The Creating Helpful Incentives to Produce Semiconductors (CHIPS) and Science Act of 2022, this new report from the National Academies of Sciences, Engineering, and Medicine is the fourth edition of On Being a Scientist with previous editions published in 1989, 1995, and 2009.
On Being a Scientist has become one of the most widely distributed guides to research ethics for students across science, engineering, and medicine. This latest edition tackles critical and timely issues facing researchers today, from professional standards for collaboration and maintaining trust to research security and responsible conduct.
These briefings were for members of Congress and congressional staff only. The report was publicly released on September 17, 2026 and can be found, in its entirety, on the Web site of the National Academies Press.
