Reducing Racial Inequality in Crime and Justice: Briefing for State and Local Policymakers Webinar

Reducing Racial Inequality in Crime and Justice: Science, Practice, and Policy synthesizes the evidence on community-based solutions, noncriminal policy interventions, and criminal justice reforms, charting a path toward the reduction of racial inequalities by minimizing harm in ways that also improve community safety. Reversing the effects of structural racism and severing the close connections between racial inequality, criminal harms such as violence, and criminal justice involvement will involve fostering local innovation and evaluation, and coordinating local initiatives with state and federal leadership.

Two members of the authoring committee, sociologist Robert D. Crutchfield from the University of Washington and legal scholar Addie C. Rolnick from the University of Nevada, Las Vegas shared data on criminal justice policy and social policy reforms that can both advance racial equality and make us safer. The report’s authors discussed the breadth of research compiled and the evidence-based recommendations they unanimously recognized across all stages of the criminal justice system and connected social policy areas like education, health, and economic development to tackle racial disparities across the board.

The online event occurred on June 13 from 1:00pm to 2:00pm ET/10:00 am to 11:00 am PT.

The National Academies of Sciences, Engineering, and Medicine held a webinar on November 15, at 2:00 p.m. ET for the release of its new report Reducing Racial Inequality in Crime and Justice: Science, Practice, and Policy.

The webinar included an overview of the study process and discussion of the report’s findings, conclusions, and recommendations.

The Committee on Reducing Racial Inequalities in the Criminal Justice System held its first public workshop over three days: January 25, 26, and 28, 2021. This multi-day workshop included discussions of community safety and policing as they relate to racial inequalities in the criminal justice system. The structure and content for each of the three days are detailed below. Please note that no session was held on January 27, 2021. A closed session was held with the committee and staff on January 29, 2021.

Historical and Contemporary Context for Policing in Communities of Color, January 25, 2021

Day 1 of the public workshop took place on January 25, 2021, 1:00-4:15pm ET. This session focused on the historical and contemporary context for policing in communities of color. The session included remarks from historical perspectives, criminal justice system actors, and community voices, followed by moderated discussions. Topics for this session of the workshop included:

The historical underpinnings of the relationship between policing and systemic racism
The role of policing in specific communities in historically shaping disparities in crime and victimization across racial groups
Local police departments addressing the historical context of policing in exacerbating racial inequalities
Perspectives from community leaders working to address over-policing and under-protection

Police Reform and Accountability Efforts, January 26, 2021

Day 2 of the public workshop took place on January 26, 2021, 1:00-4:15pm ET. This session focused on police reform and accountability efforts. The session included remarks from academic perspectives, criminal justice system actors, and community voices, followed by moderated discussions. Topics for this session of the workshop included:

Police departments and police oversight actors addressing the issues of police accountability toward building trust in communities of color
The most effective or promising solutions in police reform to reduce racial disparities in criminal justice outcomes at the community level
Community engagement in efforts to enhance accountability among law enforcement officers and systems

Community-Driven Strategies for Safety, January 28, 2021

Day 3 of the public workshop took place on January 28, 2021, 1:00-5:00pm ET. This session focused on community-driven strategies for safety. The session included remarks from academic perspectives, system actors, and community perspectives, followed by moderated discussions. Topics for this session of the workshop included:

Community-driven efforts to address crime and safety issues outside of traditional law enforcement intervention
Innovative approaches that communities are exploring to promote safety and well-being
How such community-driven approaches have targeted the reduction of racial disparities in criminal justice outcomes
Other domains of community life that have been addressed to promote community safety and reduce racial disparities in criminal justice system involvement
