From Hurricane Katrina to Paradise Wildfires, Exploring Themes in Disaster Human Services Children & Youth in Disasters: A Workshop

The National Academies of Sciences, Engineering, and Medicine is convening a virtual public workshop focused on the needs of children and youth in disasters. The aims of this workshop are to explore promising practices, ongoing challenges and potential opportunities, since Hurricane Katrina, in the coordinated delivery of human and social services service programs following federally declared major natural disasters.

In support of this activity, the Academies commissioned a research paper on the current environment for the coordinated delivery of post-disaster human services, and the landscape of research focused on service delivery for vulnerable populations. The commissioned paper is available here.

Description

At the request of the Administration for Children and Families, the National Academies of Sciences, Engineering and Medicine will conduct a series of three 2-day workshops exploring promising practices, ongoing challenges and potential opportunities, since Hurricane Katrina, in the coordinated delivery of human and social services service programs following federally declared major natural disasters.
Each workshop will focus on a different emerging topic within disaster human services. Topic areas identified for each workshop are:
1. Children and youth in disasters;
2. Disaster displaced populations;
3. Data and information sharing for disaster human services.
Specific attention will focus on populations operating at a pre-disaster socio-economic deficit and/or currently receiving government support services.
All workshops will include discussions of disaster response coordination and transition to reconstitution of routine service delivery programs by state, local, tribal and territorial (SLTT) human, social services, and public health agencies. Participants will also discuss current practices for the assessment and evaluation of outcomes from the aforementioned service delivery transition.
A planning committee will plan each of three workshops. The planning committee will develop the agenda for each workshop, select and invite speakers and discussants, and moderate the discussions. In accordance with institutional guidelines, a designated rapporteur will prepare proceedings of each workshop based on the presentations and discussions during that workshop. Following the conclusion of all three workshops, a designated rapporteur will prepare a capstone proceedings-in-brief as a high-level summary of the entire series. The proceedings will be subject to appropriate review procedures before release.
