NATIONAL COOPERATIVE HIGHWAY RESEARCH PROGRAM

Systematic, well-designed, and implementable research is the most effective way to solve many problems facing state departments of transportation (DOTs) administrators and engineers. Often, highway problems are of local or regional interest and can best be studied by state DOTs individually or in cooperation with their state universities and others. However, the accelerating growth of highway transportation results in increasingly complex problems of wide interest to highway authorities. These problems are best studied through a coordinated program of cooperative research.

Recognizing this need, the leadership of the American Association of State Highway and Transportation Officials (AASHTO) in 1962 initiated an objective national highway research program using modern scientific techniques—the National Cooperative Highway Research Program (NCHRP). NCHRP is supported on a continuing basis by funds from participating member states of AASHTO and receives the full cooperation and support of the Federal Highway Administration (FHWA), United States Department of Transportation, under Agreement No. 693JJ31950003.

The Transportation Research Board (TRB) of the National Academies of Sciences, Engineering, and Medicine was requested by AASHTO to administer the research program because of TRB’s recognized objectivity and understanding of modern research practices. TRB is uniquely suited for this purpose for many reasons: TRB maintains an extensive committee structure from which authorities on any highway transportation subject may be drawn; TRB possesses avenues of communications and cooperation with federal, state, and local governmental agencies, universities, and industry; TRB’s relationship to the National Academies is an insurance of objectivity; and TRB maintains a full-time staff of specialists in highway transportation matters to bring the findings of research directly to those in a position to use them.

The program is developed on the basis of research needs identified by chief administrators and other staff of the highway and transportation departments, by committees of AASHTO, and by the FHWA. Topics of the highest merit are selected by the AASHTO Special Committee on Research and Innovation (R&I), and each year R&I’s recommendations are proposed to the AASHTO Board of Directors and the National Academies. Research projects to address these topics are defined by NCHRP, and qualified research agencies are selected from submitted proposals. Administration and surveillance of research contracts are the responsibilities of the National Academies and TRB.

The needs for highway research are many, and NCHRP can make significant contributions to solving highway transportation problems of mutual concern to many responsible groups. The program, however, is intended to complement, rather than to substitute for or duplicate, other highway research programs.

BEHAVIORAL TRAFFIC SAFETY COOPERATIVE RESEARCH PROGRAM

Since the widespread introduction of motor vehicles more than a century ago, crashes involving their operation remain a significant public health concern. While there have been enormous improvements in highway design and construction, as well as motor vehicle safety, which have been instrumental in lowering the rate of crashes per million miles in the United States, more than 35,000 people die every year in motor vehicle crashes. In far too many cases, the root causes of the crashes are the unsafe behaviors of motor vehicle operators, cyclists, and pedestrians. Understanding human behaviors and developing effective countermeasures to unsafe ones is difficult and remains a major weakness in our traffic safety efforts.

The Behavioral Traffic Safety Cooperative Research Program (BTSCRP) develops practical solutions to save lives, prevent injuries, and reduce costs of road traffic crashes associated with unsafe behaviors. BTSCRP is a forum for coordinated and collaborative research efforts. It is managed by the Transportation Research Board (TRB) under the direction and oversight of the Governors Highway Safety Association (GHSA) with funding provided by the National Highway Traffic Safety Administration (NHTSA). Funding for the program was originally established in Moving Ahead for Progress in the 21st Century (MAP-21), Subsection 402(c), which created the National Cooperative Research and Evaluation Program (NCREP). Fixing America’s Surface Transportation (FAST) Act continued the program. In 2017, GHSA entered into an agreement with TRB to manage the research activities, with the program name changed to Behavioral Traffic Safety Cooperative Research Program. The GHSA Executive Board serves as the governing board for the BTSCRP. The Board consists of officers, representatives of the 10 NHTSA regions, and committee and task force chairs. The Research Committee Chair appoints committee members who recommend projects for funding and provide oversight for the activities of BTSCRP. Its ultimate goal is to oversee a quality research program that is committed to addressing research issues facing State Highway Safety Offices. The Executive Board meets annually to approve research projects. Each selected project is assigned to a panel, appointed by TRB, which provides technical guidance and counsel throughout the life of the project. The majority of panel members represent the intended users of the research projects and have an important role in helping to implement the results. BTSCRP produces a series of research reports and other products such as guidebooks for practitioners. Primary emphasis is placed on disseminating BTSCRP results to the intended users of the research: State Highway Safety Offices and their constituents.

NCHRP Research Report 1111/BTSCRP Research Report 12 presents a toolbox to help highway safety practitioners diagnose contributing factors leading to crashes for use in selecting appropriate countermeasures. To develop this toolbox, the research team conducted a systematic literature review; developed comprehensive evaluation and analysis procedures, methods, and tools; and conducted a workshop to demonstrate the use of the draft toolbox to receive feedback from practitioners. This publication will be of interest to state departments of transportation and other stakeholders concerned with diagnosing contributing factors leading to crashes for use in selecting appropriate countermeasures.

Successful safety management practices require a thorough understanding of factors contributing to motor vehicle crashes. Continuous advancements in data-driven safety analysis, as well as the countermeasures and technologies available to address crashes, create challenges in maintaining a safety workforce proficient in the state of the practice. In many cases, agencies continue to use approaches such as descriptive statistics and anecdotal information to perform the diagnostic assessment without a thorough understanding of the expectations for a given context or road type. Additionally, choosing an effective countermeasure requires an examination of the human factors, behavioral factors, future development, prevailing or predicted crash types, and mix of road users to determine the most appropriate treatments to apply. Doing so allows the selected countermeasure to reduce crashes to the greatest extent possible. However, in many cases, practitioners have limited understanding of the potential for a treatment selection to affect other road users. A better understanding of these relationships and trade-offs could inform design choices and ultimately result in safer roadways for all road users.

Under NCHRP Project 22-45/BTSCRP Project BTS-14, Exponent was asked to develop a toolbox for diagnosing contributing factors leading to crashes that will aid practitioners in selecting appropriate countermeasures in modally diverse contexts. The research team (1) performed a detailed review and assessment of the research literature related to crash diagnosis, factors leading to crashes, and countermeasure selection; (2) developed comprehensive evaluation and analysis procedures, methods, and tools to support understanding and analysis of crash contributing factors; (3) conducted a workshop to demonstrate the use of the new and/or enhanced methods and tools, and to receive feedback from practitioners; and (4) developed a toolbox to help highway safety practitioners diagnose contributing factors leading to crashes for use in selecting appropriate countermeasures.
