APPENDIX D

Example Scope of Services for a Progressive Design–Build Project

The following extract from the request for proposal (RFP) for Nashville International Airport’s Concourse D & Terminal Wings project provides an example of a high-level scope of services for a progressive design–build team.


A. Basic Services:

Basic services are to include but are not limited to include the following:

  1. Geotechnical Investigations: Design–Builder shall provide for soil and pavement borings to be performed to determine the existing geology and soil profile and pavement structure. Design–Builder shall obtain the services of a geotechnical engineering services provider to provide for a thorough and proper subsurface geotechnical investigation and report.
  2. Due to existence of underground utilities and due to the utilities and foundation design, Design–Builder is required to employ potholing, ground penetrating radar, or vacuum trucks, or whatever means as may be appropriate or as required for the location and documentation of any and all existing underground utilities and clearing locations of routes for utilities and structure to be located under this Contract. Frequency of these services shall be such so as to avoid interruptions to construction work in later production phases.
  3. Land Surveys: Design–Builder shall obtain the services of a registered land surveyor to perform field run topographical surveys to supplement the information obtained through “as-built” records to support the design effort. The land surveyor shall reference and follow the current version of the MNAA [Metropolitan Nashville Airport Authority] Standard Operating Procedure for Field-Run Surveys for all surveys.
  4. Sequence and Schedule: Design–Builder shall develop a project sequence and schedule for the work. The Work is to be constructed to minimize impact on airport operations. Requirements for scheduling are covered under Division 1 Specifications.
  5. Design–Builder shall develop and maintain a Risk Register for use throughout the duration of the Contract to identify and register any existing or perceived issues with a potential to adversely impact successful delivery of the project with respect to cost, time, safety and quality. Risk register will be distributed by Design–Builder contractor on a monthly basis for all phases of the project.

  1. Estimate of Probable Construction Costs: Design–Builder shall provide a preliminary opinion of probable cost (corresponding in detail to project progress) with each milestone submittal in UniFormat and in at a level of detail acceptable to the MNAA. Refer to Design to Budget requirements in the Division 1 Specifications.
  2. The Work is to be constructed to minimize impact on aircraft operations, airside ground handling operations, landside operations, airline or airport operations including: TSA [Transportation Security Administration] security checkpoint, concession and airlines, airline ticket offices, passengers, and airport staff. Reasonable cooperation is to be expected with stakeholders to accommodate construction phasing.
  3. Enabling work: Design–Builder shall program, design and construct all interim and permanent moves required to advance implementation of this project.

B. Design Phase Services:

Design Phase Services are to include but are not limited to include the following:

  1. The Design–Builder shall conduct review of schematic design documents provided by the MNAA only to the extent necessary to proceed with Design. It is not expected that this review will entail major programmatic modifications.
  2. Design–Builder is responsible for obtaining and paying for any required permits and fees.
  3. All permit and design issues must be resolved and changes incorporated into the Contract Documents prior to submitting to MNAA for final approval.
  4. Design–Builder shall prepare an initial schedule with associated costs for the design and construction process. Design–Builder will update the schedule at each submittal point as identified in the RFP and recommend corrective actions to meet scheduled completion dates.
  5. Prepare construction documents based on the concept design included as part of this RFP. The project must comply with all Federal, State and local regulations.
  6. Construction documents shall include all disciplines: site/civil, architectural, structural, electrical, mechanical, plumbing, landscaping, telecommunications, etc. The drawings must be revised from the existing drawings in order to address comments from MNAA. The drawings and specifications will be reviewed at Design Development, 50%, 95% and Issued for Bid and Issued for Construction completion milestones by MNAA and other project stakeholders. MNAA will determine format and distribution of these submittals.
  7. Provide physical surveying services as required for the preparation and development of the construction documents.
  8. Design–Builder shall prepare an initial Construction Cost Estimate for MNAA approval and update the Cost Estimate at each stage of design.
  9. The drawings must be in their native file format and Adobe PDF format. Specifications shall be in the CSI [Construction Specifications Institute] format. Refer to Division 1 Specifications for specific requirements.

  1. Design–Builder shall meet LEED [Leadership in Energy and Environmental Design] certification requirements identified in Division 1 Specifications.
  2. Design–Builder shall with each design submission update the Virtual Reality model provided as part of the Bridging Documents.
  3. Design–Builder shall follow Design to Budget methodology per Division 1 Specifications.
  4. Design–Builder shall incorporate Total Cost of Ownership (TCO) methodologies per Division 1 Specifications.
  5. Design–Builder shall meet with MNAA, Authorities having jurisdiction and stakeholders, provide agendas and meeting minutes in accordance with Division 1 Specifications.
  6. Design–Builder to utilize Design Assist methodology for key trade subcontractors to assist during design phase.

C. Design Development (DD):

Design–Builder shall provide the work necessary to perform the following design development services:

  1. Provide required number of copies of documents to obtain approval of all government authorities having jurisdiction over the design.
  2. Electronic copy of ASCII survey point data and PDF of all drawings, documents, and reports.
  3. Work with the MNAA to develop the approved Schematic Design into a more detailed design in the Design Development phase. The Design–Builder shall provide sketches, color boards, technical data, samples, calculations, and/or other reasonable instruments of design as may be necessary to fully describe the alternate approaches.
  4. Provide Design Development Documents that delineate, describe, and/or illustrate the project as to architectural, structural, civil, signage, plumbing, mechanical, electrical systems, materials, finishes, and other elements as may be required, as applicable.
  5. Submit the design development package to MNAA for review and approval.
  6. Conduct field investigations of the project areas with the project team as necessary to develop a working knowledge of the site.
  7. Provide statements of probable construction cost and scheduling/phasing recommendations for each approved alternative approach.
  8. Provide renderings showing all primary design elements as necessary to obtain stakeholder understanding and approval.
  9. Attend and prepare meeting minutes for meetings with Metro codes as required during the schematic design phase. Review the design development documents with the MNAA’s project team and Metro Codes and make any modifications to the drawings which may be required.

  1. Provide required number of copies of documents to obtain approval of all government authorities having jurisdiction over the design.

  3. Submit the following deliverables at the DD phase:
    1. Electronic copy of final design development documents, outline specifications,
    2. Required number of copies of documents to obtain approval of all government authorities having jurisdiction over the design.
    3. Electronic copy of all Design Development items, including, but not limited to, drawings, sketches, renderings, documents, product data, samples, reports, updated statement of probable construction cost, phasing/scheduling and constructability recommendations.

D. Construction Documents (CDs):

Preparation of construction documents will be accomplished during the construction document phase. Construction Document services include the following:

  1. Preparation of construction documents (CDs) in accordance with the requirements of applicable laws, codes, and regulations and in consideration of the recommendations of governing agencies.
  2. Preparation and submittal of PDFs of the progress documents at the 50% CD, 95% CD, Issued for Bid (IFB), and Issued for Construction (IFC) stages of the Phase.
  3. Prepare the 50% and 95% Construction Documents and Issued for Bid Documents with MNAA project team and make any modifications to the drawings which may be required.
  4. Provide an updated statement of probable construction cost, phasing/scheduling and constructability recommendations at 50% and 95%, IFB and IFC milestones.
  5. Preparation and submittal an Issued for Construction set of documents, incorporating code and addendum changes, and/or other documents that may have been issued in the Bid Phase.
  6. The Building Information Model (BIM) model will be updated by the Design–Builder at various points of design progression per Division 1 Specifications.
  7. The drawings shall include defining the contractor work areas and material delivery routes that will maintain vehicular flow with minimal disturbance to the MNAA and airport operations.
  8. Deliverables For the submittal at the CD stage. Design–Builder shall submit the following to the Authority:
    1. PDF copy of 50% CD, 95% CD, IFB and IFC (with all Addenda incorporated) submittal labeled with milestone on coversheet.
    2. Provide CADD [computer-aided design and drafting], BIM and GIS [geographic information system] format files for IFC submission.

    1. Electronic copy of cost estimate for each submission.
    2. Provide required number of copies of documents to obtain approval of all government authorities having jurisdiction over the design.
    3. Electronic copy of the Technical Specifications with stamped certification. (PDF format)

E. Construction Phase Services:

Construction Phase services include but are not limited to the following:

  1. Design–Builder will conduct pre-construction conference(s).
  2. Construct work as designed.
  3. Schedule and coordinate construction with MNAA.
  4. Design–Builder shall provide site specific safety and phasing plans. Phasing plans shall include but are not limited to: temporary vehicular/pedestrian signage, maintenance of traffic, haul routes, etc.
  5. Schedule and attend construction meetings and make visits to the project site during construction to report on the progress and quality of the work.
  6. Provide review and recommend approval of shop drawings, samples, and other submissions as required by the Contract documents.
  7. Design–Builder shall coordinate and facilitate with the MNAA’s Commissioning Agent.
  8. Prepare and submit revisions to the Contract documents in connection with change orders, requests for pricing, and supplemental information requests.
  9. Design–Builder shall maintain access for customers thru terminal, parking other than shown on drawings, and roadway access at all times during construction.
