For both qualifications-based selection (QBS) and best value procurements, proposal requirements and evaluation criteria should be carefully tailored to project-specific needs and goals. The intent is to provide for a meaningful evaluation of proposers without being overly burdensome. Typical proposal requirements address
By way of example, the following is an exhibit that was included in Nashville International Airport’s request for proposal (RFP) for its Concourse D and Terminal Wings PDB project. The extract sets forth Nashville’s requirements for both technical proposals and price proposals.
The Proposer must address all Mandatory Requirements & Information items and provide, in sequence, the information and documentation as required. The MNAA [Metropolitan Nashville Airport Authority] will review all general mandatory requirements & information items, including, but not limited to the following:
Technical Proposal does not contain any restrictions of the rights of the MNAA or other qualification of the proposal.
A1. Provide a copy of State of Tennessee Contractors License, a copy of State of Tennessee Architectural/Engineering License, signed Drug Free Workplace Affidavit (Appendix “E”), Non-Collusion Affidavit (Appendix “F”), Certificate of Acknowledgement (Exhibit “G”) and Affidavit of Debarment (Appendix “H”).
A2. Exceptions to the draft design–build contract included in the RFP must be noted in Respondent’s proposal. Exceptions taken after the award may result in the withdrawal of the intent to award. Any listing of exceptions by a Respondent in their proposal in no way obligates MNAA to change the contract’s general terms and conditions, the requirements of the RFP, or the insurance requirements of this solicitation. If exceptions are taken, evaluation scores will reflect MNAA’s assessment of the impact for these considerations; those exceptions may result in the rejection the proposal as nonresponsive, if, in the sole evaluation of MNAA, the requested changes are unacceptable.
A3. Provide a statement on the Respondent’s experience at providing Progressive Design–Build (PD/B) services (design and construction phase services) or Design–Build (D/B) services. A Respondent, to be considered, must have a minimum of ten (10) years of experience as a PD/B or D/B in providing the services outlined in the Scope of Services Section. If a Respondent is a joint venture firm, at least one joints venture party must have a minimum of ten (10) years of said experience and other joint venture party or parties must have a minimum of five (5) years of said experience. If a joint venture, provide a history of this joint venture relationship.
A4. Provide at least two (2) or more of the most recent years of financial statements, consisting of at least a balance sheet and income statement. Internally prepared financial statements may be submitted, but should be prepared in accordance with generally accepted accounting principles (GAAP). The MNAA, at its sole discretion, may require the Respondent provide additional financial information, to include a compilation, audit or review of the financial statements from an independent certified public accountant (CPA) prior to the final award of the contract. If the requested financial information does not support the financial stability of the Respondent, the MNAA reserves the right to reject the Proposal.*
A5. Provide a statement of whether the Respondent or any individual who shall perform work under the contract has a possible conflict of interest and, if so, the nature of that conflict.
A6. Describe the Respondent’s form of business (i.e., individual, sole proprietor, corporation, non-profit corporation, partnership, limited-liability company) and detail the name,
mailing address, telephone number, and e-mail address of the person the MNAA should contact regarding the proposal.
A7. Provide a statement of whether there have been any mergers, acquisitions, or sales of the Respondent company within the last five (5) years, and if so, an explanation providing relevant details.
A8. Provide a statement of whether the Respondent or any of the Respondent’s employees, have been convicted of, pled guilty to, or pled nolo contendere to any felony, and if so, an explanation providing relevant details.
A9. Describe the Respondent organization’s number of employees, type of client base, and location of offices.
A10. Provide annual dollar workload volume inclusive of number of projects on a per year basis for the last five (5) years and indicate what percentage of such work are Design–Build services.
A11. Must meet or exceed MBE [minority business enterprise] and WBE [women’s business enterprise] participation level or provide acceptable good faith effort to meet the MWBE [minority- and women-owned business enterprise] participation level or the response. The attainment of the level established for this Project is to be measured as a percentage of the total dollar value of the Project. The MBE and WBE participation level for this Project is as follows: 6.29% MBE and 9.13% WBE. Failure to meet the participation level or provide acceptable good faith efforts to meet the participation may result in the response being deemed nonresponsive.

Provide a description of how the Respondent intends to address all major disciplines, including, but not limited to, the following: civil, architectural, structural, mechanical, electrical, communications, baggage handling, special systems, flight information displays, electronic information display for design & construction phase services.
C2. Describe your approach to design assist process including specifically what disciplines and trades you will use in this process and at what stages you intend to procure the services. How will a competitive bidding environment be maintained with the subcontract and supplier market?
C3. Provide a brief description of how the Respondent intends to address day to day operations: maintaining, safety, unimpeded operations, aesthetics, environmental integrity for: vehicular and pedestrian traffic of airport, airlines and airport tenants.
C4. Provide a description of how the Respondent intends to meet time and budget requirements. Describe your approach to the design to budget requirement. Submit a detailed Design to Budget Plan and Approach to control the progressive GMP [Guaranteed Maximum Price] and final GMP to maintain the budget. Explain how to maintain the integrity of the design intent throughout the progressive design–build process in order to avoid a re-design.
C5. Provide a conceptual schedule showing at minimum: procurement, design, preconstruction, and construction phases. Include the major CGMP milestones and provide the final GMP milestone in accordance with Exhibit A. Indicate other milestones in accordance with Exhibit A. At a minimum show, all major milestones including design completion, first work package, and CGMPs. Resource staffing plan as described in Cost breakdown detail shall coincide with the Respondent’s conceptual schedule and align with the design to budget GMP plan and as required by Contract.
C6. Provide a description of the Respondent’s company specific safety program, how long it has been in-place and safety record including, but not limited to the following:

C8. Describe approach to attain LEED [Leadership in Energy and Environmental Design] Silver ‘Desired’ status and Total Cost of Ownership, (TCO) in the design and construction of key systems.
C9. Provide the outline of your business community outreach plan in order to provide for the best possible participation and competitive pricing and high-quality resources for this project. Explain how it is determined when the resources are required.
C10. Provide an option to subcontractor default insurance for the project. Such option should outline cost, limits, retention, and criteria for subcontractor inclusion.
The Respondent must address all SMWBE [small, minority, and women-owned business enterprise] section items and provide, in sequence, the information and documentation as required (referenced with the associated item references).
D1. Addressing the following regarding SMWBE participation: *

The Proposer must address all Pricing section items and provide, in sequence, the information and documentation as required. The Proposer must submit a completed Pricing Form as provided in Exhibit “P.”

*Financial Responsibility and SMWBE Participation will be evaluated and scored by the Chief Financial Officer, or his/her designee, and by the Director of Business Diversity Development, or his/her designee, respectively. Their scoring will be provided to and included in each Evaluation Panel Member’s scoring.
**The Owner’s consultants will review with the evaluation team to provide subject matter expertise on various aspects of the Proposals.
ADDITIONAL INFORMATION: Short-listed firms will be required to submit a Rough Order of Magnitude [ROM] Opinion of Probable Cost in accordance with the estimate format provided in Division 1 Specification Section 01 24 14 Design to Budget. Provide a Rough Order of Magnitude Opinion of Probable Cost in accordance with the basis of design documents and in accordance with the Respondent’s approach to the project. Proposers Rough Order of Magnitude Opinion of Probable Cost, if selected, will become the contractual design to budget amount. Short-listed Proposers ROM estimate will be an evaluation criteria for the interview process.
