To provide more definition around the role of the construction manager (CM) during the preconstruction phase, the Massachusetts Port Authority (Massport) over time developed the following detailed task list, which is now incorporated into its Preconstruction Services Agreement.
1. Description of Services (General)
The Pre-Con [preconstruction] Work includes, but is not limited to:
- Implementing Lean Project Delivery, including:
- Preparing and updating a Lean Deployment Plan;
- Participating in required Lean Tools, including Last Planner ® System (including Massport Last Planner® System guide); Lean Dashboards; Conditions of Satisfaction; A3 Process and Reports; Choosing by Advantages; Lean/BIM [building information modeling] Coordination; and Massport Lean Standard Operating Procedures; and
- Participating in optional Lean Tools selected by Massport including Big Room Approach; Focus Groups; Target Value Design; and Miscellaneous Lean Tools (Value Stream Mapping; Rapid Improvement Events; Visual Management; and Root Cause Analysis).
- Ongoing design documents review including drawings, plans, specifications, and BIM [building information modeling] models, including coordination with the Authority and the Design Team to provide improvements to the proposed details and design components.
- Ongoing participation with Design Team on design and cost inputs.
- Conducting Value Engineering and Constructability Reviews, incorporating means, methods, and sequence of construction experience into plan and specification representations and proper trade package development.
