APPENDIX C

Example Scope of Preconstruction Services for a Construction Manager at Risk Project

To provide more definition around the role of the construction manager (CM) during the preconstruction phase, the Massachusetts Port Authority (Massport) over time developed the following detailed task list, which is now incorporated into its Preconstruction Services Agreement.


1. Description of Services (General)

The Pre-Con [preconstruction] Work includes, but is not limited to:

  • Implementing Lean Project Delivery, including:
    • Preparing and updating a Lean Deployment Plan;
    • Participating in required Lean Tools, including Last Planner ® System (including Massport Last Planner® System guide); Lean Dashboards; Conditions of Satisfaction; A3 Process and Reports; Choosing by Advantages; Lean/BIM [building information modeling] Coordination; and Massport Lean Standard Operating Procedures; and
    • Participating in optional Lean Tools selected by Massport including Big Room Approach; Focus Groups; Target Value Design; and Miscellaneous Lean Tools (Value Stream Mapping; Rapid Improvement Events; Visual Management; and Root Cause Analysis).
  • Ongoing design documents review including drawings, plans, specifications, and BIM [building information modeling] models, including coordination with the Authority and the Design Team to provide improvements to the proposed details and design components.
  • Ongoing participation with Design Team on design and cost inputs.
  • Conducting Value Engineering and Constructability Reviews, incorporating means, methods, and sequence of construction experience into plan and specification representations and proper trade package development.

  • Preparing, updating, and maintaining a project CPM [critical path method] schedule, utilizing Oracle-Primavera P6 scheduling software or equivalent and addressing detailed workflow, shop drawing processing, resource utilization, etc.
  • Developing document management system around Contract Manager to define report formats, RFI [request for information] processing, change order management, progress payments, etc.
  • Dividing the Work into trade packages and identifying self-performed Work.
  • Prequalifying of Trade Contractors and Subcontractors, as outlined in the Massachusetts Port Authority CM at Risk Procedures (Section 9 of the RFP [request for proposal]).
  • Negotiating assumptions and qualifications.
  • Preparing Cost Estimates and establishing the Schedule of Values.
  • Developing phasing and logistics plans for each sequence of construction, including utilization of BIM-based 4D [four-dimensional] scheduling and site logistics for decision-making. Incorporate access provisions into a comprehensive sequenced approach addressing all interim conditions including utility operation/maintenance, employee/public movement, and work conditions.
  • Developing staging plans and traffic flow plans for material delivery and construction, and other construction management plans addressing all aspects of controlling the work including Quality, Safety, and Security, and impacts to the Authorities daily operations.
  • Coordinating with the Authority and Owner’s Representative for the review and acceptance of the plans.
  • Identifying early construction and/or enabling packages.

2. Description of Services (Specific)

a) Budget

  • Estimate pricing package
  • Define Target Value Delivery (TVD) areas
  • Prepare Value Engineering (VE) recommendations
  • Continuous estimating with history of modifications and decisions
  • Identify project risks

b) Schedule

  • Develop cost loaded CPM schedule in Primavera P6 (Follow Division IIB and Schedule Toolkit)

  • Develop baseline schedule
  • Identify major milestones
  • Definition and consensus of design packages
  • Define strategy for bid packages
  • Identify long lead items
  • Project phasing
  • Participating in Lean Target Value Design process, including:
    • Participating in Lean “Big Room” approach for the design process
    • Ongoing design documents review including drawings, plans, specifications, and BIM models
    • Ongoing participation with design team on design and cost inputs
  • Participating in Lean Last Planner® System pull sessions.
  • Participating in other Lean approaches and Tools, which may include Set Based Design process, A3 decision-making process and/or Choosing by Advantages process.

c) Procurement

  • Execute preconstruction contract
  • Review construction contract
  • Review and approve GC [general contractor] staffing plan
  • Develop, review, and approve Scope of Work template for Subs and Trades
  • Submit corporate subcontractor prequalification procedure for review by MPA [Massport Authority]
  • Perform trade/subcontractor outreach
  • Prepare trade contractor prequalification

d) Logistics & Planning

  • Develop site specific safety plan
  • Develop quality control plan
  • Establish field office location and setup
  • Identify staging/laydown areas
  • Identify material delivery and traffic requirements
  • Worker identification/badging
