Appendix E

United States Incentive Programs Open to Non-U.S. Citizens or Permanent Residents

The following U.S. science, technology, engineering, and mathematics, or STEM, fellowships are open to international students and postdocs, as indicated by each list. The opportunities included in the lists are usually open to U.S. citizens, U.S. permanent residents, and international students. Each of these fellowships provides a large-enough stipend to support at least one student full-time for at least 1 year. The lists were compiled using the fellowship lists from Johns Hopkins University, the University of Pennsylvania, and the University of Illinois Urbana-Champaign.1
