The vast personnel and organizational teams within DOTs correspond to numerous individual outlooks and subgroup priorities that must all work together to fulfill the vision and goals of one agency. At an organizational scale, many barriers—such as siloed perspectives, institutional risk-avoidance, or an unwillingness to speak up—can thwart effective decision-making. Additionally, the political implications of DOT decisions increase the pressure to make the right call and the visibility if a misstep is made. The following advice focuses on how to deal with issues that involve the people you must often collaborate and interact with when making decisions.
